Billy left Santa Margarita breaking just about every rushing record there was. His senior year he was All-Everything, and was one of the first Eagles to have his jersey retired. But in college, Billy has found his calling on the other side of the ball.
Billy received a full scholarship to Washington State. In 1999 Billy was named Honorable Mention All-Pac 10. In 2000 he was named to the 2nd Team All-Pac 10 Team. In 2001 he was named Honorable Mention All-Pac 10. To date he has been the PAC-10 Defensive Player of the Week 6x. 2x his Sophomore year and 4x his Junior year. He was also the Defensive Captain at WSU his senior year.
In the Washington State record books:
- 8 solo tackles vs. Purdue in 2001 (Tied 3rd-best all-time for single game)
- 13 assisted tackles vs. Arizona State in 2000 (Tied 4th-best all-time for single game)
- 325 total tackles for career (1998-2001) (8th-best all-time)
- 2 interceptions returned for touchdowns for career (Tied 3rd-best all-time)
Billy went on to play for the Tennessee Titans, Amsterdam Admirals and the Spokane Shock
